The Project
is an 8 MW solar power plant in Romania for total costs of approx. 24 Mio €. Building of the solar plant will start in November 2011, ready for operation in March 2012.


The Client
Garber SOLAR is an Austrian company specialized on feasibility, planning and implementation of solar power plants, using gears for automatic optimization of solar panels to follow the changing position of the sun. Garber SOLAR uses SOLON Hilber Technology (Austria). Garber Solar is currently developing solar power plants in Austria, Romania and Bulgaria.


The Challenge
The EU country Romania offers significant National Subsidies (70% subsidies for SMEs) for the realization of Alternative Energy Projects. The Call for Applications is published only in Romanian language. The application is approx. 200 pages, only in Romanian language. Many “formal criteria” are critical to meet, otherwise the application fails at step 1.


The Services
TPA Horwath is providing consulting services to start the new company in Romania, support the financial + technical planning, prepare the application for Romanian subsidies (=70% of project costs); technical licenses, etc.
